He said that the Sea Breacher subs are built in Redding and that they have a commercial use permit to operate those subs in Wiskeytown Lake. For our convention dive we will need a special use permit, which should be no problem getting approved. Ranger Hardy will email an application for the special use permit. If you recall, there was a lot of hub-bub circulating that some kind of attack was being planned on the tenth anniversary so this was probably a proactive restriction for that event.
