I'll just add to this - designing and building to the ABS Rules for actual classification is a tedious and horrendously expensive process. While most personal submersibles are not classed for this reason, it is generally recommended that you adhere to the spirit of the rules, if not the letter, as much as is reasonably practicable. Certainly, you should download and familiarize yourself with them, and then if you are going to deviate, make sure that those deviations are informed conscious decisions, as opposed to a consequence of ignorance.
