Have been thinking about the ball valve hack into a snorkel valve.
If you look at the cut away of a 3 piece stainless ball valve below, you could
replace the ball ( which has a hole down the middle) with a smaller 
hollow stainless ball, remove the seal at one end & drill holes around the
third section ( where there is now no seal ) & that would be it. Put some
mesh over the intake if you felt it was necessary. May also need to shorten
the tap spindle.
