Yes, there is a rule.  The drop weight must be heavy  enough so that if all 
compartments were fully flooded except for the main  cabin, the release of 
the drop weight would cause the vessel to rise to the  surface.  "All 
compartments" includes battery pods and anything else that  could take on water.
