Brian,
you would need to coat the emmitters & the wiring coming in to them.
The epoxy would stop the heat escaping, but I guess only marginally
if the coating was thin. I am not sure that normal epoxy would cope with 
the heat. It may have merit. I did something like that with a flounder light,
but water got in & killed most of the LEDs. Have had difficulty a couple of
times sealing the individual copper wires at the point where they go in to 
their insulation.
